Minutes for November 2024

The meeting was called to order at 6 PM

Agenda item 1

Compile a list of and develop an action plan of the next set of emergency/urgent blowout repairs. Mark pointed out Cheyenne Road in the upper section has many deteriorated areas, also Buffalo at the end of the road, Nabo Court has extensive damage, Yana Court also has extensive damage. With our funding low, we will defer starting the project until after an influx of tax money in early 2025. Also, the asphalt plant locally is closed for the season.

Agenda item 2

Use anchor pest control to spray for roadside weeds. John Howsden has been getting this project together and has put it to a vote to approve anchor pest to spray the roadside weeds. Vote.-John, Mark, Curt voted yes to approve anchor pest control. John will be the point of contact for this project.

Agenda item 3

explore the idea of hiring an economic consultant to help us increase tax revenue. John Howsden tabled and we had a discussion about hiring an economic consultant to increase the revenue per parcel to above the $350 currently collected. John will call Claudia to discuss this further as it was in agreement by the board to pursue the possibility of increasing revenues.

Agenda item 4

fence encroachment 2679 Salmon Court. Lot 778. A discussion from several board members that the lot owner has been building a fence around the property and at the front of the property and has encroached into the Rocky Road property. It was discussed by Mark that the original fence posts have been removed and moved back at least 10 feet from the edge of the road and up onto a 5 foot high bank so it really isn’t a problem anymore. The homeowner was given a encroachment packet and never responded. It is our understanding the landowner is undergoing a medical situation and we don’t know where that stands. John received a phone call from the next-door neighbor who is very upset about the fence and swears that it is encroached into his property line. It was agreed that this dispute is between the two land owners, and that Rocky Road CSD does not play a role in the property marker dispute.

Announcements

Mark Anderson and Sheldon Toso have agreed to join the board for an additional four years and will be sworn in at a ceremony at the county building in December.
